Our Managing Partner, Dr. Dimitar Anevski, had the honor of being invited as an expert to the panel discussion titled “How to Achieve Better Services for Citizens”, organized by the Council of the Municipality of Bitola and the Mayor of Bitola held on 19th of December. The discussion focused on public enterprises, which serve as essential services for citizens and play a vital role in our everyday lives.

The transparency and openness that the Municipality of Bitola practices in its work represent an example worthy of emulation by other local governments. Today’s panel discussion, organized precisely in that spirit, is one of the activities aimed at raising the highest standards in the management of public enterprises, through the involvement of experts from various fields and an open dialogue with the directors of the enterprises.
From the presentations by the directors, the key challenges facing public enterprises are clearly evident: on the expenditure side, there is a noticeable continuous increase in costs for salaries, energy, and materials, while on the revenue side, incomes do not follow the same pace. This disproportion in the medium term leads to a reduction or complete cutting of funds intended for development, with the focus exclusively on current operations, while in the long term it creates a risk of disrupting normal functioning and providing high-quality services.
As a priority, the need for systemic optimization and increased efficiency in the operations of the enterprises is highlighted before moving on to determining the real cost of services and introducing a market-justified pricing system. This ultimate goal will ensure a stable and predictable revenue side that will not depend on political will, while simultaneously guaranteeing a consistently high level of services and long-term financial stability for the enterprises.
Capital investments—both in equipment and in human resources—must be in full alignment with the long-term development strategy of the Municipality of Bitola, in order to achieve maximum effects and sustainability.
Regarding subsidies from the founder, they should remain exclusively in the domain of one-time assistance for unforeseen and exceptional situations, and not become regular practice. Otherwise, this would lead to a reduction in the Municipality’s development funds without permanently resolving the structural challenges in the enterprises.
Special attention should be paid to responsible behavior toward the environment and the integration of circular economy principles into the daily operations of public enterprises. This involves reducing waste, reusing and recycling materials, efficient use of resources, and promoting sustainable practices, which will not only reduce costs in the long term but also contribute to preserving nature and fulfilling the Municipality’s environmental obligations. The inclusion of the circular economy is becoming an imperative for sustainable development, ensuring that public services are provided in a way that protects the environment for future generations.
With this approach, the Municipality of Bitola and the Mayor demonstrate commitment to responsible, efficient, environmentally conscious, and long-term sustainable management of public resources, laying the foundation for quality services, environmental preservation, and the prosperity of the community,” said Anevski.
